The first Municipal Solid Waste cell (Phase I) occupies approximately 5 acres. The landfill is equipped with a composite bottom liner system, which prevents the contamination of groundwater by containing all liquids within the landfill. A leachate collection system is in place to prevent the buildup of liquid on the liner. A submersible pump automatically discharges this contaminated liquid into a series of three treatment ponds. These ponds are lined with a 1.5 mm thick high-density polyethylene geomembrane and are designed for a three-stage treatment process: anaerobic (first), facultative (second), and maturation (third).

Once treated, the liquid effluent is either recirculated through the landfill cell waste mass or discharged offsite, provided it meets the effluent standards set by the Department of the Environment.
